I've been in Japan a decade and don't recall ever seeing one of these. It says ネコ飛出し注意 cat jumping out caution.

According to this random website (just one of the first results on Ecosia): "While clowder is the most common collective noun for cats, a group of cats is also called a cluster, litter (kittens of the same mother), destruction (wild cats), or nuisance."

First time I've heard any of those apart from litter, personally. There's also a pride of lions.
