What if they move on their own because I offered a snack?
If the cat chooses to move for a snack, it’s acceptable.
Faking a snack is criminal fraud though (e.g. shaking a food bag but not providing said food).
I believe that's called "bribery" and is frowned upon in most jurisdictions
