Canada would be okay, assuming the US doesn't invade them. Other options are EU countries, Australia, NZ etc. I wish the best for you and your sister <3

edit: i saw on your fundraiser, you're trying to go to the US. I would avoid that if you can. It's onyl getting worse for trans folks :(
