Interesting, but bear in mind the source is the notoriously unreliable Daily Mail.
I did an image search: this one has been kicking around since mid-2017. There are various captions with it.

It kind of sounds like they're deliberately misinterpreting what he said.
It seems people everywhere have a strong tendency to deal with hardship by blaming some more or less arbitrary group and attacking them. It's fuelling the rightward political lurch all around the world.
