In principle this law seems fine. If anything, it should be accompanied by reducing sentence lengths. I haven't read the law directly to know if there are some glaring loopholes or w/e, but at the end of the day prison should be about rehabilitation, and when thats impossible, humane indefinite incarceration.
Show me the methodology because that's basically saying 100% of adult male deaths are Hamas soldiers. Smells like bullshit to me. I'd bet the number is closer to 1k than 10k.

I don't know your group and maybe this went over well. But I was in a group that had a similar situation happen, but when it happened in my group it completely killed the campaign. We didn't know a party member was doing it, but we felt like we were being undermined at every step and the DM wasn't allowing us to make sufficient progress to enjoy ourselves.
Quick searching suggests she hunts them with the traps but has to release when she's over her quota or the season is over.
