One paragraph.

A local administrator, who asked to remain anonymous for fear of reprisals, said the attack on law enforcement officers will embolden those performing the cut as they will see the government as weak and unable to protect its own.

They have an anti-FGM board, yet saying something about it puts them in danger, and they pretend they can at the same time defend the (future) victims of that shitty practice. Kenian officials need to rethink their ways because it all sounds very awkward.
