Looks like cauliflower ear, which can be from long-term untreated ear infections, ear mite infestation, or trauma (like frostbite). Not super uncommon in strays.

Well so I guess there is also a certain breed of cat that just has fucked up ears tho. Some sort of genetic issue with cartilage or something.
