This is their standard SOP, I suppose. There had been another incidence recently where an unarmed Israeli man who had just killed 2 Palestinian attackers at Jerusalem. The man kneeled on the ground, raising his hand, and opened his shirt to signal that he wasn't a threat. But this IDF soldier rewarded the supposedly Israeli hero by killing him cold-blooded.
